You can reach Prasanna Venkateswarar Ullavoor from both Oragadam side and Palur side. In the Oragadam to Walajabad road take a left at Varanavasi and drive through twists and turns to reach Ullavoor. In the Palur to Pazhayaseevaram road take a right half way at the road sign to reach Ullavoor.

None locally. Closest for food is Oragadam, Singaperumal Kovil or Walajabad depending from which side you go from. Stay is not advisable anywhere except Kancheepuram or Chennai.
